If you aren't sure of the encoding on a specific file, or want to save with a specific encoding in LibreOffice follow these steps:
1. With the file open, go to menu --> Save As

2. Make sure the File type is CSV and also check the 'Edit filter settings' box. Then click Save.

3. This will open a Field options window. Make sure the Character set is UTF-8 before clicking OK.
